The overall image for this proposal expresses four fundamental qualities of NATO: Freedom, Order, Equality, and Consensus. The scheme is comprised of the HQ proper (Reserved Zone) on the west, and the Common Facilities (Controlled zone) on the east. The project is comprised of independent, autonomous entities fitting into a unified structure. The Reserved Zone is thus a systematic structure, laid out on a regular grid permitting inherent growth, flexibility and adaptability. Nestled at the heart of this system is the Conference Centre, whose form is a counterpoint to the systematic Cartesian structure that surrounds it. The image of the Staff Centre and Common Infrastructure contrasts with that of the HQ proper, with a low, inclined profile melding ambiguously into the terrain.
